SPRINGFIELD—Tucked between passage of the House’s budget and the Senate’s introduction of its version was a briefing on Beacon Hill happenings from the legislative delegation for the commonwealth’s third city. Last Tuesday, Springfield’s five reps, one senator and staff for the other, took turns describing their priorities.
Taking far less time than another judge did on a similar motion last year, Hampden Superior Court Judge James Manitsas has already decided the fate of a claim that lawyers for Mayor Domenic Sarno and his former aide Darryl Moss did battle over on Tuesday. The court dismissed the claim that Sarno violated Moss’s First Amendment rights.

SPRINGFIELD—Lawyers for former mayoral aide Darryl Moss and Mayor Domenic Sarno squared off Tuesday over whether the former sufficiently pleaded a violation of his First Amendment rights. The hearing came some five months after the attorneys jousted over other claims, two of which a Hampden Superior Court judge ultimately dismissed.
During an otherwise unremarkable meeting, the Springfield City Council paused final passage of a new historic district amid doubts and legal threats from the owner. At their April 10 meeting, councilors gave initial approval to historic protection for the former Isolation Hospital on State Street.
Former Springfield mayoral aide Darryl Moss’s lawsuit against Mayor Domenic Sarno appears just about ready to inch out of the pleading phase. After a judge dismissed some of Moss’s suit in December, he repleaded to revive his First Amendment claims.
Last Monday, a bloodless revolution in the Massachusetts Democratic party saw the incumbent chair replaced with the new governor’s pick to lead the party. A few months before, an acrimonious election on the GOP’s side also saw turnover but the process was anything but peaceful.
This week Governor Maura Healey’s office announced some staffing decisions of salience to the 413. On Thursday, Healey and Lieutenant Governor Kim Driscoll announced that Kristen Elechko, recently of Senator Ed Markey’s office, would lead her office in Western Mass.
In a 5-2 ruling, the Massachusetts Supreme Judicial Court reinstated criminal charges arising from the COVID-19 outbreak that killed 76 veterans at the Holyoke Soldiers’ Home. Former Superintendent Bennett Walsh and former medical director David Clinton were the only officials to face such charges. Hampden County Superior Court Judge Edward McDonough, Jr. dismissed the indictment in 2021 prompting the appeal.
The mayoral race in Springfield will not be the only one with a preliminary in 2023. Earlier this month, the city Election Commission certified incumbent at-large Councilor Sean Curran and 2021 runner-up Juan Caraballo for the ballot. They were the 12th and 11th candidates to turn in enough signatures for the at-large race. On September 12, voters will whittle the list down to 10 candidates for the November 7 general election.
As the mayoral race in Springfield inches closer to the September preliminary, much of the campaign still has something of an unreality. There are four major declared candidates, each holding office and there are moves worth watching in the money race.
