A federal judge in Springfield has agreed to dissolve the consent decree that the city of Springfield and the federal government had agreed to in 2022. On Thursday, Judge Michael Ponsor granted the joint motion to end the agreement, which the parties had filed about 10 days ago. The ruling was not a surprise.
Just over four years after the City of Springfield, the Springfield Police Department and the federal government reached a court-monitored settlement, the pact may be coming to an end. Springfield and the feds jointly have filed a motion to terminate the agreement. If the court agrees, it will end a saga that has cast a pall over Pearl Street and City Hall for years.
SPRINGFIELD—Tracye Whitfield started her fifth term as an at-large City Council by taking a second office: City Council President. Although historic, a fact that inarguably filled the city’s biennial inaugural exercises, it was hardly the only takeaway Whitfield intended people to have.
SPRINGFIELD—There is plenty of precedent for police officers to fill the City Council chamber. Usually, it is to oppose or support some substantive policy. This past Monday the room was full, if not packed with cops. Ostensibly, they were there to support Superintendent Lawrence Akers’s body camera financial package.
If 2023 in Springfield was defined by its election, there is ample irony that transitions would define 2024. They just would not be transitions in municipal elective office. The pieces had been moving below deck for some time.
Five months after the Springfield City Council and Mayor Domenic Sarno forwarded an age waiver for now-Police Superintendent Lawrence Akers, the bill has finally passed Beacon Hill. What is moving to Governor Maura Healey’s desk is not what city officials passed in February.
On Monday, the Massachusetts Legislature’s Joint Committee on Public Service reported out the age waiver to allow Springfield Police Superintendent Lawrence Akers to serve until age 70. As WMP&I reported last week, the Committee redrafted the home rule petition, which the Springfield City Council and Mayor Domenic Sarno had forwarded in February. The Committee’s changes essentially reverse those the city had made.
The attempt to gut the Police Commission was part of a broader legislative package that would facilitate Lawrence Akers’s appointment as superintendent. Another piece was a home rule petition to let him remain a cop beyond the state’s mandatory retirement age of 65 and cap his pension. That bill, too, went to the rewrite desk. Now the original language could make a return.

Filling the lower level of Dewey’s Lounge, a downtown jazz bar, the senator underscored community.
